The cutter feeding and driving mechanism comprises a transmission box, a main shifting fork component and a driven shifting fork component. The centre mechanism comprises a centering expansion head, a centering expansion shell, an alignment disc and an adjusting rod. The cable is transversely fed in a manner of moving the sliding box forwards and backwards; and the cutter is fed through the cutter feeding and driving mechanism. According to the irrotational anchor thread machining device for the over-length cable, in the machining process, the cable does not need to be laid straight, and the cable can be directly coiled on a cable coil.
