The device comprises a fixed seal ring and a rotating seal ring which are attached. An annular groove is formed in one side, attached to the rotating seal ring, of the fixed seal ring, and therefore an annular water vapor cavity is formed when the fixed seal ring and the rotating seal ring are attached. The device further comprises a water vapor guide-in pipe and a condensate guide-out pipe. One end of the water vapor guide-in pipe and one end of the condensate guide-out pipe are communicated with the water vapor cavity. The water vapor guide-in pipe and the condensate guide-out pipe are each provided with a regulation gate valve, a flow meter and a flow and pressure monitoring device.
