By the adoption of the technical scheme, based on the terrestrial coordinates of the fixed laser target, the terrestrial coordinates of the laser total station instrument are worked out through the computer, and then the terrestrial coordinates of the movable laser target are worked out through the computer by means of the terrestrial coordinates of the laser total station instrument; due to the fact that the movable laser target is fixedly connected with a tool pan, the consistence of a tunneling curve and a designed axis of the shield machine is effectively controlled; and in addition, according to the technical scheme, the laser total station instrument is located between the movable laser target and the fixed laser target, laser signals are transmitted through the rotation of the laser total station instrument, and in this way, the technical effects that the distance of laser wires can be increased in the turning process, so that the number of station transferring times is effectively reduced, and the construction efficiency is improved are guaranteed.
