The lithium battery pack comprises a plurality of individual lithium batteries in series connection, a short-circuit piece connects an anode of one individual lithium battery to a cathode of another individual lithium battery, and the whole lithium battery pack comprises an output anode and an output cathode; the high-discharging-rate relay is connected with the output anode of the lithium battery pack and the battery pack charging and discharging management system, the battery pack charging and discharging management system comprises a charging and discharging management module, a voltage protection module and a current protection module, an input end of the charging and discharging management module is connected with an outside charging power source while a first output end of the same is connected with the lithium batteries, and a second output end of the lithium battery charging and discharging management module, the voltage protection module and the current protection module are sequentially connected.
