The composite antibacterial agent is a mixture of polyacrylic acid modified beta-NaYF4:Yb,Tm and a water soluble cation conjugated polymer based on the mass ratio of 1:(0.005-0.5), wherein polyacrylic acid modified beta-NaYF4:Yb,Tm serves as the energy provider, the water soluble cation conjugated polymer serves as the energy receiver, and polyacrylic acid modified beta-NaYF4:Yb,Tm and the water soluble cation conjugated polymer can generate an obvious synergistic effect. When 980 nm near-infrared light serves as an excitation light source to excite polyacrylic acid modified beta-NaYF4:Yb,Tm, energy is transferred onto the water soluble cation conjugated polymer through fluorescence resonance energy transfer and the conjugated polymer is excited at the same time, and a remarkable bactericidal effect is realized by means of singlet oxygen or active oxygen matter generated by the conjugated polymer.
