The water-retaining agent has the advantages that the prepared water-retaining agent has high water absorbing capability in distilled water, tap water and NaCl solution with a concentration of 0.3%, the capability of water absorption in the distilled water can reach 800-950 times the weight of itself, the capability of water absorption in the tap water can reach 710-880 times the weight of itself, and the capability of water absorption in the NaCl solution with a concentration of 0.3% can reach 460-600 times the weight of itself.
