The method comprises that 1) vehicles within a specific range are determined to transmit the data transmission speed and time slot amount of heartbeat information; 2) the data transmission speed and time slot amount are broadcast to the vehicles within the specific range; and 3) the vehicles selects n time slots randomly from all available time slots, n equals the time slot amount, and thus, the heartbeat information of the vehicles is transmitted at the information transmission speed in the selected time slots. According to the invention, a base station needs not to allocate resources to each vehicle, the vehicles can select time slot resources randomly to transmit information, frequent information interaction between the vehicles and the base station is not needed, and consumption of a lot of communication resources is avoided.
