One construction method comprises the following steps of performing piling; digging up part of filled soil; performing filling with substitute materials; paving the reinforcement materials; performing opposite packing and fixing on road shoulders; and paving upper covered filled soil. The other construction method comprises the following steps of performing superficial-layer material stirring and mixing; performing piling; paving the reinforcement materials; performing opposite packing and fixing on the road shoulders; and paving the upper covered filled soil.
