The process comprises the following steps: enabling raw water to enter a water inlet pipe of the multifunctional tubular turbulent flow mixer; adding alkali and a coagulating agent into the water inlet pipe respectively, wherein the alkali is used for adjusting the pH (Potential of Hydrogen) of the wastewater; enabling the wastewater to enter the tubular mixer and sufficiently mixing the wastewater with the added medicaments; adjusting by a valve to realize random switching of six types of operation manners of serial connection, parallel connection, single-tube, multi-tube, forward and backward operation, so as to flexibly carry out industrial wastewater treatment on variable water quality and adjust a subsequent coagulating effect to be optimal; after sufficiently mixing the wastewater with the medicaments through the mixer, adding a coagulant aid; enabling the wastewater to enter a coagulation and sedimentation tank and carrying out further treatment.
