The tasks are divided into different types of tasks according to resources and sequential relationship among the tasks, a redundancy structure of the system is completely mirrored and has the same program logics and data blocks, dispatching marks of the system are maintained, in a running process of the system, the number of executed tasks and the number of distributed tasks in the system are periodically acquired, and load of the system is calculated; the executing mode of the system is judged according to the load dispatching marks of the system and an overload threshold value judging system of the system; vote running of the system is carried out according to the designed redundancy structure; and the total task set of the system is distributed, and the dispatching compensation cost of the task set is calculated. By the scheme, the advantages of the hardware of the redundancy system are utilized fully. When the system runs normally, functions of backup recovery, vote and the like of the system are fulfilled by the redundancy structure, and features of fault-tolerant computing are embodied; and loads are distributed by judgment of the system under the special condition of high loads.
