The device comprises a rack which is mounted in match with an offshore carrying platform, wherein a swinging rod which can swing in a reciprocating manner under the wave effect, a plurality of piezoelectric elastic beams which are uniformly distributed on a swinging circular arc of the swinging rod, and an electromagnetic generator which is driven by the swinging of the swinging rod, are arranged on the rack; a mass block is arranged on the end part, facing each piezoelectric elastic beam, of the swinging rod; a shifting sheet, which is arranged on each mass block, can be partially overlapped with the end part of each piezoelectric elastic beam and is used for shifting the corresponding piezoelectric elastic beam as the swinging of the swinging rod as well as impacting the corresponding piezoelectric elastic beam to cause high-frequency free vibrating. According to the combined wave energy collecting device, the electromagnetism and the piezoelectricity are combined to generate power, thus the wave vibration at extremely low frequency can be converted into high-speed rotating of the electromagnetic generator and the high-frequency vibrating of the piezoelectric elastic beams, and as a result, the high-power density output and high energy conservation efficiency can be achieved, namely, the device is able to fully utilize and collect wave energy.
