The method comprises: receiving a communication resource distribution request sent by a vehicle user VUE, wherein the communication resources comprise time resource and frequency resource; determining a subarea where the VUE is located and the required resource unit quantity according to the communication resource distribution request; and in a communication resource pool corresponding to the subarea, selecting one group of communication resources according to the resource unit quantity, and distributing the communication resources to the VUE to allow the VUE to perform periodic broadcast information report according to the VUE. The scheme is employed to optimize the current method of dynamic dispatching and distribution of communication resources of a base station so as to solve the technical problem of large signaling cost.
