The method comprises the following steps that according to a plurality of road maintenance plans, a plurality of groupsof traffic simulation data sets are established, wherein the traffic simulation data sets comprise road section positions, the length of the road section, the number of the maintenance lanes and the execution date; each group of the traffic simulation data groups is input into a traffic simulation static road network for traffic simulation, and the average vehicle speed of the traffic simulation static road network is obtained when traffic simulation is carried out on each group of simulation data; the road maintenance plan corresponding to the simulation data set with the highest average vehicle speed is used as a recommended road maintenance scheme.
