The measurement device includes a signal detecting device, a signal acquisition and processing device, and a computing device; the signal detecting device is used for detecting beta electric pulse signals generated by the beta decay of radioactive inert gas nuclides in a gas sample to be tested, and detecting gamma electric pulse signals generated by the gamma decay of the radioactive inert gas nuclides in the gas sample to be tested; the signal acquisition and processing device acquires the beta electric pulse signals and the gamma electric pulse signals in real time, judges whether the cascade decay of beta decay and gamma decay occurs according to the beta electric pulse signalsand the gamma electric pulse signals, and generates gamma spectral lines according to the gamma electric pulse signals; and when the cascade decay of beta decay and gamma decay occurs and a certain of radioactive inert gas nuclides exist, the characteristic energy of such kind of radioactive inert gas nuclides and characteristic energy corresponding to the gamma spectral lines satisfying a presetcondition, the computing device is used for calculating the concentration value of the activity of the radioactive inert gas nuclides.
