The packing adopts soft, semi-soft or elastic fiber packing. The balancing weight adopts plastics filled with cement inside or a hollow shell of metal, and the upper and lower ends of the hanging rope are connected with a floating ball hanging ring located above and a balancing weight hanging ring located below in a knotting way.According to the floating ball system, the hanging rope on which the packing is fully hung in sewage is stressed so as not to change with the ascending or descending of a liquid level, and rope breakage or damage can be avoided; and the optimal stress condition can be realized by designing the volume of the floating ball and regulating the weight of the balancing weight. The polypropylene hangingrope cannot be corroded or aged. The problem that a steel belt of an existing upper and lower bracket system is easy to break and corrode is solved. The system can be produced into three assemblies in a factory, and the balancing weight is only required to be placed at the bottom of the pool and put neatly when being installed after being assembled on site.
