Hard permeable water pipes areused for connecting the soft permeable water pipes at the roots of different arbors and communicating the water supply ports and the overflow wells; and a soil monitor is used for monitoring water regimes of rhizosphere soil of the arbors. Landscaping arbors are planted regularly, a compound branched distributing form, that is branch type pipe network connection, is used at the roots of the arbors, and each regular arbor water supply and drainage system starts with the water supply port and ends with the overflow wells.
