The device comprises a steam tower, and a benzene washing tower, a tar heat exchanger, a tar heater, a debenzolization tower and adebenzolization tar cooler which are sequentially connected through pipelines. The output end of the debenzolization tar cooler is provided with a debenzolization tar collecting tank connected with the debenzolization tar cooler through a pipeline; the output end of the tar heater is respectively provided with a rich oil regenerator and a flash tank which are connected with the tar heater throughpipelines; the output end of the steam tower is respectively connected with input end pipelines of the tar heater, the debenzolization tower and the rich oil regenerator; the output end of the rich oil regenerator is provided with a regenerated tar collecting tank connected with the rich oil regenerator through a pipeline; the beneficial effects of the device are that atmospheric pollution causedby release of harmful gas and risks of oil leakage, ignition and tempering explosion in the heating process are avoided, the temperature of high-pressure steam heating is stable, polymerization reaction of unsaturated compounds in rich oil at high temperature is prevented from being accelerated to accelerate deterioration of circulating washing oil, the efficiency of washing benzene with rich oilis improved, and consumption of washing oil is reduced.
