The system comprises a collecting basin, a steel structure unit frame, awater outlet pipeline, a water return pipeline, a water pump and a regulating valve, wherein the collecting basin is provided with a water outlet and a water return port, and cooling water is arranged in the collecting basin; the steel structure unit frame is provided with a water inlet and a drain outlet; one end of the water outlet pipeline communicates to the water outlet while the other end of the water outlet pipeline communicates to the water inlet; one end of the water return pipeline communicates to the drain outlet wheel the other end of the water return pipeline communicates to thewater return port; the water pump is arranged on the water outlet pipeline, so that water in the collecting basin flows into the water inlet from the water outlet; and the regulating valve is arrangedon the water outlet pipeline and is located between the water pump and the steel structure unit frame.
