The device comprises a filter cylinder, a low-temperature plasma generator and a mixing cylinder, wherein a gas inlet cylinder is arranged in the filter cylinder, a plurality of gas outlets are formed in the cylinder wall of the air inlet cylinder, and the outer wall of the air inlet cylinderis wrapped with a first filter element covering the multiple gas outlets; a gas inlet of the low-temperature plasma generator is communicated with the interior of the filter cylinder through a firstgas guide pipe, and a gas outlet of the low-temperature plasma generator is communicated with the interior of the mixing cylinder through a second gas guide pipe; an inner barrel and an outer barrel which are coaxially arranged with the mixing cylinder are sequentially arranged outside the mixing cylinder, a second filter element is arranged between the inner barrel and the outer barrel, a secondgas inlet pipe communicated with a filter cavity is connected to the outer barrel, and a plurality of third gas guide pipes are arranged on the inner wall of the inner barrel; and a plurality of fourth gas guide pipes penetrating through the mixing cylinder are arranged on the mixing cylinder.
