The method comprises the steps: formulating a laying route: carrying out the marking and positioning of the height and position of a building on the laying route and an existing planned route through an existing map according to an actual route planned by a route; performing three-dimensional simulation drawing; route grading; simulation construction is carried out; simulation measurement; establishing a database; the invention further provides a system for improving the cable laying length precision. The system comprises a transition box, a control platform and a connecting base. According to the invention, a three-dimensional simulation mode is matched with an existing map to carry out simulated line planning on cable laying, the time cost of field measurement in the line laying process is reduced, the planning period in the line laying process is shortened.
