The vacuumizing device is used for vacuumizing fuel balls in the new fuel treatment device before a reactor core is loaded to a first rated pressure, and keeping the first rated pressure for a first preset period of time so as to remove impurities for the first time under a vacuum condition; and the helium filling device is used for filling the new fuel treatment device with helium to reach a second rated pressure and keeping the second rated pressure for a second preset period of time so as to remove the impurities for the second time in the helium atmosphere.
