The unmanned plane is used for carrying one end of the insulating rope to rise to the position of the power transmission line where a trapped person is located, and hanging the insulating rope to the power transmission line; the insulating rope is used for being connected with an electrified power transmission line during rescue; meanwhile, a high-altitude fixing point is provided for a descent control device; the descent control device is used for enabling the trapped person to descend slowly; one end of the descent control device is connected with the insulating rope and serves as the high-altitude fixing point of the descent control device.
