The method comprises the following steps: each IDE device configures a prefabricated GOOSE sending data set into different GOOSE sending control blocks according to a virtual terminal in an ICD file of the IDE device, and each GOOSE sending control block uses a corresponding APPID unique identifier; a full-station system configuration file SCD is made according to the ICD file of each IDE device, the SCD comprises GOOSE sending control block information of the IED, an APPID of each GOOSE sending control block, GOOSE receiving control block information and an APPID of each GOOSE receiving control block, and the APPID is a unique matching identifier of a GOOSE sender and a GOOSE receiver; the IED device downloads and analyzes a CCD file exported according to the SCD file; and if the connection mode between the devices is modified again, the IED device sets the APPID of the GOOSE sending control block and the APPID of the GOOSE receiving control block at the home terminal.
