The high-strength steel comprises, by weight percent, 0.15-0.20% of C, 0.25-0.55% of Si, 0.60-1.00% of Mn, less than or equal to 0.015% of P, less than or equal to 0.005% of S, 0.70-1.25% of Cr, 0.70-1.00% of Mo, 0.25-0.35% of Ni, 0.10-0.30% of V, and the balance Fe and inevitable impurities. A bloom continuous casting machine with the section of 300-450 mm x 400-500 mm is adopted for production.
