Introducing interaction between Node-B dispatch and HARQ, the invention selects relevant HARQ mechanism based on channel condition of UE, transmission mode, and rate of transmission. The method assigns less ROT resource to UE with relative poor channel condition, and assigns more ROT resource to UE with relative better channel condition. The invention utilizes ROT resource reasonably, and increases throughput of system.
