The method comprises the following steps of: firstly, assembling detectors at the crossings which accord with conditions, and arranging a signal machine with computer programs and a signal lamp; secondly, setting green time differences between presignal stop lines andmain signals as well as between the presignal stop lines and presignals; thirdly, judging whether to give signal priority or not according to the operating states of crossings when the detectors detect a public traffic priority application; fourthly, judging the category of an active public traffic signal priority control strategy to be executed according to the current phase state; and finally, realizing signal priority service to the public traffic vehicles according to the control logic and the algorithm of three active public traffic signal priority control strategies of prolonging green light time, inserting public traffic phases and shortening red light time.
