The heat-insulation plates are laid below the earth filling layer of the slope crest and on the slope surface and the upper middle portion of the drainage ditch, shallow water in an upslope direction flows down along the inner side of the heat-insulation plate of the slope surface, is gathered in the drainage ditch and is drained by the drainage ditch. Surface water is drained via the surface permeable layer.
