According to the motion estimation algorithm, a QoE calculation model with two experience dimensions is designed for real-time video codes on mobile equipment, users can make selection and regulation between the video quality and the duration of the video, and in addition, the algorithm is applied to a novel provided motion estimation algorithm with the sensible calculation quantity. The algorithm adopts a single-time scanning processing flow process, block initial matching error formation and corresponding distortion gain information are utilized for dividing blocks into four types, the one-frame calculation quantity is divided into two parts including a basic layer and a gain layer, the four types of blocks are respectively allocated, and meanwhile, the advanced detection termination and calculation quantity allocation strategy is adopted.
