The realizing method is characterized in that a shoreside power supply (1) is used for providing electric power for the whole system through a submarine photoelectric composite cable (2); a submarine repeater (3) is used for amplifying an optical signal; the connecting end of a grounding electrode (4) is hermetically connected with the submarine repeater (3) or submarine junction boxes (5), and the tail end of the grounding electrode (4) is in direct contact with seawater, and forms a loop with the seawater; the submarine junction boxes (5) are used for realizing photoelectric separation; submarine cables (6) are used for connecting the submarine junction boxes (5) with sensors (7).
