The formula of the offset printing ink comprises, by mass, 30-40% of resin oil, 20-30% of gummy oil, 5-10% of a filler, 15-20% of a pigment, 0.3% of a drying agent and 1-5% of an assistant 1#, wherein the resin oil can be a phenolic resin or an alkyd resin; the pigment can be an organic pigment; the filler can be calcium carbonate; the assistant 1# can be an antioxidant; and the gummy oil can be phenolic resin oil or octyl phenol resin oil. The preparation technology comprises the following steps: adding the above raw materials to a bucket according to the formula, stirring for 40min, grinding after the obtained stirred mixture is qualified, adjusting indexes of the mixture after the fine of the mixture is qualified, and packaging after the indexes are qualified.
