The system comprises a vehicle-mounted central controller, a detecting and sensing device, an actuator and a UPS, wherein the vehicle-mounted central controller is arranged at the inner part of a vehicle body and connected with the detecting and sensing device and the actuator respectively; the UPS is connected with the vehicle-mounted central controller, the detecting and sensing device and the actuator respectively; the detecting and sensing device comprises an inner vehicle detecting and sensing component and an outer vehicle detecting and sensing component, and each of the inner vehicle detecting and sensing component and the outer vehicle detecting and sensing component respectively comprises a carbon monoxide detector, a carbon dioxide detector and a VOC detector; the carbon monoxide detector, the carbon dioxide detector and the VOC detector are respectively connected with the vehicle-mounted central controller.
