The straight arm waveguides are coupled to the circular waveguide in an electromagnetic manner through a coupling seam. The straight arm waveguide 1 and the straight arm waveguide 2 perform impedance matching through the connection waveguide 1 and the connection waveguide 2. Phase adjusting is carried out by the stepped impedance regulating blocks so that signals entering from the circular waveguide have a phase difference of 0 when being output from the straight arm waveguide 1 and the straight arm waveguide 2.
