The communication management system comprises a management module, a protocol transfer module, an AVC interface module, a transfer data backup module, a shared database module, a latching logic module, a data screening module, a protocol access module and an access data backup module, so that seamless connection of the SVC, an integrated automatic system of a substation and a dispatching automation system is achieved. The communication management system provided by the invention can meet the special requirements of a SVC controller and a SVC communication system; a protocol module is abstracted into a data object, a channel object, data realization and a communication process; the data object, the channel object and the data realization are all finished in a base class; a derived class module only finishes realization of the communication process; a base class mapping method is adopted by data correspondence terms in different protocols; and development of the protocol module is greatly simplified.
