The converter final slag modifier is composed of, by weight percentage, 60%-80% of magnesium waste with granularity smaller than or equal to 1 mm, 10%-30% of waste lime powder with granularity smaller than or equal to 1 mm, 1%-5% of coke powder with granularity smaller than or equal to 1 mm, 5%-9% of a binder and water, wherein the water accounts for 20%-30% of the total amount of raw materials. The condition that MgO in a mixing material is not lower than 55% is met. The preparing steps include that the magnesium waste, the waste lime powder, the coke powder and the binder are evenly mixed, and the water accounting for 20%-30% of the total amount of raw materials is added and sufficiently mixed; ball forming is carried out; and air cooling is carried for standby application.
