The method and the device are used for solving the problem that the data transmission scheme in the prior art will introduce a quite large signaling burden and waiting delay in the case of emergent small data packet transmission. The method provided by the embodiments of the invention comprises the steps that: after receiving a data packet of a first type from an SGW, a base station sends a paging message carrying a terminal identifier in the data packet of the first type; and after a terminal is randomly accessed, a data packet of a second type obtained by decapsulating the data packet of the first type is sent to the terminal. Since the method and the device provided by the embodiments of the invention can be used for avoiding control plane time delay and air interface signaling burden introduced by converting from an idle state to a connection state after data arrival and greatly reducing the cost of connection maintenance resulting from that no data are sent for a long time after the terminal enters the connection state, the emergent small data transmission performance of an existing cellular system is improved.
