The lower end of the driving shaft is connected with the servo motor through a speed reduction device. An electromagnetic stabilizing device comprises an electromagnet which is located on the lower side of the rotary disc at the lowest end and has controllable magnetic force, and at least the rotary disc at the lowest end is made of a magnetic material. The magnitude of currents of the electromagnet is adjusted in real time according to the load change of the servo motor to control the magnitude of the magnetic force of the electromagnet, and electromagnetic attraction between the electromagnet and the corresponding rotary disc offsets the rotary inertia generated in the speed reduction process of the rotary body. An RFID intelligent rotary recognition unit is further included, and the RFID intelligent rotary recognition unit controls a system to record and store book cases corresponding to RFID tags when books are placed and regards the corresponding relationship between the RFID tags and the book cases as the reference for judging whether book placement positions are correct or not.
