The present potted seedling picking device adopts a pulling type seedling picking mode in the manner of clamping the seedling roots by inserting a seedling needle into a potted seedling matrix or directly clamping the seedling stems, and therefore, the seedling root system and the matrix structure are easily damaged and the seedlings require a certain growth recovery period. The potted seedling jacking device comprises an incomplete rack and pinion component, a bearing support base component, a resetting spring and a jacking rod; a motor is used for inputting power to an incomplete gear shaft and driving the incomplete gear to continuously rotate; after the incomplete gear starts to mesh with a straight tooth rack, the power is transferred to the jacking rod so as to start to jack the seedlings; the resetting spring is arranged on the jacking rod; after the ending of the seedling jacking, the jacking rod returns to an initial position under the effect of the resetting spring.
