A new solution approach is provided for construction of a multi-standard and multi-type compatible cognitive passive radar system. A software radio in a cognitive passive radar system comprises a signal generator, a radio frequency antenna, a VHS-ADC multichannel analog-to-digital conversion board card of a Lyrtech software radio platform and a DRC interface board, wherein the signal generator and the radio frequency antenna are used for emitting an electromagnetic wave andsimulating an external radiation source signal; the VHS-ADC multichannel analog-to-digital conversion board card of the Lyrtech software radio platform is used for carrying out high speed acquisitionon the external radiation source signal; a DRC module and a support plate can carry out high-speed digital signal transmission; a FPGA is taken as a base-band processing plate and is used for exploiting and testing a signal processing algorithm; and data which is processed by the FPGA and an exploitation environment MATLAB / Simulink / LSP / VC++ carry out man-machine interaction through a CPCI bus.
