The system includes a water collecting pool in a ground subsidence area, a solar power station floats over the water surface of the water collecting pool in the ground subsidence area,and a ground water disposal system and a water source heat pump system are arranged at the left side of the water collecting pool in the ground subsidence area through pipelines; the water source heatpump system is connected with user sides through a pipeline; the potential hydro energy and geothermal energy resources of the mines are developed by utilizing a solar power technology, and the bottleneck of solar power generation is overcome; two water storage chambers are arranged at different altitudes, and cyclic utilization of the mine water and hydrothermal resources and cyclic hydraulic power generation of the mines can be achieved; the power generating capacity of the overall system can be set in a customized mode according to the water amount of the subsidence area, the capacity of the water storage chambers and the water inflow of the mines.
