The invention discloses a strip steel for high-tensile-strength of a double-deck welded pipe and a construction method of the strip steel and the double-deck welded pipe. The strip steel comprises, byweight, 0.06-0.12% of C, 0.20-0.60% of Mn, 0.005-0.015% of P, 0.02-0.06% of Al, the balance Fe and other inescapable impurity elements. According to the elements, the following relationship needs tobe satisfied simultaneously; 50C plus 10Mn plus 50P is no less than 8% and no more than 11.5%. The strength of extension of the strip steel is 420-480 MPa, and the extension rate is no less than 28%.The strength of extension of the double-deck welded pipe obtained though processing and tabulation is ensured between 420-480 Mpa, and the extension rate of the double-deck welded pipe reaches above 25%. Compared with an existing double-deck welded pipe, the double-deck welded pipe obtained is significantly improved in strength, and meanwhile, the bending and molding property of the welded pipe inusing can be ensured. The high strength thin gauge double-deck welded pipe can be used in an automobile braking oil pipe.
