The device comprises a base, a rotating component, a base plate, a clamping component and a pressure adjusting component, wherein the rotating component is arranged on the base, the base plate is connected with the rotating component and suitable for rotating under driving of the rotating component, the clamping component is arranged on the base plate and suitable for fixing the medicine bottle, the infusion bag and an adaptor connected with the medicine bottle and the infusion bag, and the pressure adjusting component is arranged on the base, connected with the adaptor and suitable for adjusting air pressurein the medicine bottle. The invention further discloses the corresponding adaptor and a medicine dispensing method.
