The method comprises the steps: separating cow dung from bovine urine, then decomposing cellulose in the cow dung through cellulose decomposition bacteria flora, drying decomposed and fermented cow dung solid residues and performing anaerobic pyrolysis to prepare biomass charcoal; utilizing a general yeast fermenting method to produce ethyl alcohol from a product generated by decomposing and fermenting the cow dung, reducing a content of monosaccharide in reaction liquid and improving kinds of organisms in the reaction liquid; performing hydrothermal reaction on reaction liquid which is generated by fermenting yeast to generate high polymer with a lower biodegradation rate and a quantity of polar groups, evenlymixing a hydrothermal reaction product with a fertilizer and specific high polymer powder, then mixing with biomass charcoal and drying to obtain the soil conditioners. The soil conditioner can gather heavy metal ions and can adjust soil fertility within a certain range. The invention further provides a system for preparing the soil conditioner from the cow dung.
