The device comprises a peristaltic pump, a flow meter, a flat sheet membrane, a jet aerator, a support frame, a common aerator and a micro peristaltic pump, wherein the flat sheet membrane penetrates through an opening through a hose to be connected with an inlet of the peristaltic pump, an outlet of the peristaltic pump is communicated with the flow meter through a hose, and the other end of the flow meter is connected into a water tank at the upper end through a hose; the jet aerator is arranged on the support frame, the micro peristaltic pump is arranged above the common aerator, a hose is connected through a tee joint and communicated with the common aerator and the micro peristalticpump, and the hose on the micro peristaltic pump penetrates through an overflow hole.
