The method comprises the step that in the starting process of the turbine, a cooling system of the turbine is started, so that cooling is conducted on steam exhaust cones of a low-pressure cylinder of the turbine. The temperatures of the steam exhaust cones are lowered,the temperatures of the low-pressure shaft seals arranged on the steam exhaust cones are lowered, and thus, deformation of the low-pressure shaft seals is reduced; inclination of the low-pressure shaft seals is restrained; and the reduction amount of a gap in the bottom of each low-pressure shaft seal is reduced, and thus, the problem that in the starting process of the turbine, the impact and rubfailure occurs due to temperature variation of the shaft seals is avoided. The method is simple and easy to implement; the improvement measures are obvious in effect; and after improvement, the flowinfluence of steam inside the turbine is extremely small.
