The invention discloses a polymer foaming agent for thermosetting foam. The polymer foaming agent is prepared from HFO-1336mzz (cis), HCFO-1233zd (trans), HFE-254pc and cyclopentane. The method comprises the steps as follows: the foaming agent is prepared from HFO-1336mzz (cis), HCFO-1233zd (trans), HFE-254pc and cyclopentane; sucrose polyether, glycerin polyether and sorbitol polyether are uniformly mixed for preparation of base polyether; a white material is prepared from base polyether, organic silicone oil, an amine catalyst PC-5, water and the foaming agent; a mold is cleared and the temperature of the mold is controlled; the mold is filled with the white material, overfilling foam is foamed, and the thermosetting foam is prepared after demolding. The composite foaming medium has the maximum ODP (ozone depletion potential) of 0.00024, belongs to olefin, has short atmosphere life, cannot effectively damagethe ozone layer and has the maximum GWP (global warming potential) lower than 90, which is lower than 100 required by Japan and far lower than 150 required by Europe and America.
