The method comprises: a charging terminal sending a settlement request to a management server; the management server responding to the settlement request, transferring expired resources meeting a transfer condition to a recycle bin, and returning a resource position information request to the charging terminal; the charging terminal responding to the resource position information request and sending a resource restriction request to the management server; the management server responding to the resource limiting request, filtering a first expired resource in a first buffer period in a recycle bin, and sending a resource limiting instruction to a basic cloud; and the basic cloud executing a resourcelimiting operation on a second expired resource outside the first buffer period according to the resource limiting instruction. According to the method, through a recovery process with a buffer period, cloud resource processing under various scenes is flexibly completed through changes of a resource state, a payment state and a resource position.
