The sulfonated carbon cloth electrode serves as a working electrode in three-electrode electro-catalysis and is applied to reduction of metal elements in the oxygen-containing metal anions and fixation of reduced metal ions. The sulfonated carbon cloth electrode prepared by the invention has a relatively high electrochemical active area, is beneficial to electron transmission, can remove the hexavalent chromium of the oxygen-containing metal anions in wastewater and realize immobilization of trivalent chromium ions at the same time, so that high-toxicity hexavalent chromium is reduced into the trivalent chromium ions and the trivalent chromium ions are immobilized. According to the method, the carbon cloth electrode with the surface connected with a sulfonic group is prepared through a hydrothermal method, the hexavalent chromium is reduced through the sulfonation electrode, and fixing ofthe positively-charged trivalent chromium ions is achieved through the negatively-charged sulfonic group.
