During heat storage or heat release of the phase change material, the permanent magnet rotates around a heat storage device at a uniform speed under the effect of the rotating motor; the magnetic particles in a liquid state part of the phase change material are towed to do circumferential motion around the central axis of the heat storage device; and the liquid state phase change material is driven to realize forced convection.
