Pre-vulcanized nitrilerubber latex, water, a flame retardant and conductive carbon black are uniformly mixed in proportion according to the weight parts of the outer-layer slurry to obtain a mixed rubber material, a thickening agent is added into the mixed rubber material, and the mixture is uniformly stirred to obtain the outer-layer slurry.
