AnThe embodiment of the invention provides a method and device for determining downlink resource occupancy rate of a WCDMA base station. Decoding is started from a downlink physical layer of a WCDMA base station at the bottom layer; cell search and synchronization are carried out on the received data before the downlink signal is evaluated; securing validity of data is ensured;, then, the data is demodulated and analyzed; the evaluated data information is ensured to be effectively utilized by the user; according to the method, the effectiveness of the downlink signal can be ensured, and the synchronization frequency can be automatically and dynamically adjusted according to the computing power and requirements, so that the evaluation result is more credible, the signal strength does not need to be assumed to be stable within the measurement time, and the downlink resource occupancy rate of the WCDMA base station in different regions and different scenes can be realized.
